“14IB Recovers War Materials”


Barangay Dao, Oras, Eastern Samar - Several improvised explosive devices and one (1) Mag for M14 rifle with live ammos were recovered by the scout platoon of Headquarters & Headquarters Service Company (HHSVco, 14th Infantry (Avenger) Battalion, 8th Infantry Division, Philippine Army during the conduct of pursuit operation at the hinter barangay of Arteche, Eastern Samar.

In response to a report from a concerned citizen to this unit regarding shooting incident on 21st day of July 2013 at 8:00 AM committed by the members of NPAs at Brgy Tangbo, Arteche, ESamar, this unit under the command of LTC NAPOLEON Z DE VERA immediately planned and dispatched one (1) section of HHSVco Scout Platoon led by 2nd Lieut. Tyron Cumba PA and requested assistance from the police personnel from Regional Public Safety Battalion for the conduct of joint pursuit operation against the perpetrators.

At about 211500H same day, said troops while conducting pursuit against the insurgents at vicinity GC 555578 Brgy Tangbo, Arteche, Eastern Samar seized enemy ambush position earlier occupied by more or less thirty (30) insurgents but was later abandoned and recovered five (5) improvised explosive devices (IEDs) laid along the route, one (1) magazine of M14 with twenty (20) live ammunitions, more or less one hundred (100) meters electric wire and five (5) blasting caps. It was learned that the hostile intent of the NPA was compromised forcing them to hurriedly leave the area. However, they had no more time to recover the said IEDs so they left the items as is.

Based on the intelligence information revealed that the recovered improvised explosive devices will be used by the NPAs against the government troops operating in the said municipality.

The successful operation of the elements of 14IB, 8ID, PA was a result of intensive information operations activity of this unit in support to the Internal Peace and Security Plan “Bayanihan” in order to win the peace within the area of operations.

Distribution of Improvised Wheelchair to the Poor


Ceremonial giving of improvised wheelchair was launched by the 14th Infantry Battalion under the leadership of              LTC NAPOLEON Z DE VERA INF (GSC) PA at this Headquarters, Brgy Dao, Oras, ESamar on 01 March 2013.                 
Said activity was attended by Can-avid Mayor Alicia Cesista as     Keynote Speaker, and MSWD Officer and the five (5)  recipients from          municipalities of Can-Avid and  Arteche, Eastern Samar. The improvised     wheelchairs were donated by the One World Institute, a US-based non profit organization for the poorest disable within the country.
Mr Eddie Amparo, one of the recipients expressed his gratitude for the unit’s support to the indigents like him and he also said that simple  equipment gives them hope that they will be amble again. In addition, Mayor Cesista said “the Army is not only a vanguard for peace but also a great facilitator to the people of     Eastern Samar to       provide the poorest of the poor with the   equipment that is in need for their everyday      living”.
Lt. Col. DE VERA   assured that the unit will continue to support the     Estehanons, and to       enhance effective and efficient service to all stakeholders through   Internal Peace and Security Plan “Bayanihan” in   order to win the peace in the area of operations.
 

14IB joins Greening Movement


The 14th Infantry Battalion with more or less (MOL) Fifty (50) CAFGU Active     Auxiliary personnel from 52IB, PNP,  members of POs/Knights of the         Columbus (KC),   Community   Leaders & Civilian  Residents  and the DENR         personnel jointly     conducted planting of  MOL Two thousand (2000) different varieties of fruit & non-fruit  bearing trees on 22nd day of February 2013 at the vicinity of LOOP DE LOOP, Brgy San Rafael, Taft Eastern Samar. 
Before the tree planting was realized, Lt. Orina PA, C-MO Officer of 14IB conducted series of lateral   linkages/coordination to the agencies of CENRO-Dolores, PNP, POs, NGOs and Civilian Residents within the     district of Taft, ESamar.
These was successfully done through the convergence effort of       different LGAs, POs, PNP, NGOs and the CENRO-Dolores headed by Miss Delia A Benitez.
All of the participating agencies especially the CENRO-Dolores           expressed their heartfelt thanks and  gratitude to this Unit for initiating such endeavors.
14IB teams conveys their deepest and sincere appreciation to all             participants that made these things      successfully realized. And also assured that they will not stop in conducting   similar activities in order to contribute and help the people in protecting our  environment.


PAMANA Launches Peace Caravan


Eastern Samar Peace and    Development Caravan was launched through the Payapa at Masaganang Pamayanan (PAMANA) program held at Maslog, Eastern Samar on 12 March 2013.
             Stakeholders present during the activity are the 14IB under LT. COL. NAPOLEON Z DE VERA PA, Provincial Government Unit headed by Engr. Tomas A Campomanes, ESPPO, 546th Engineering Battalion, Red Cross and Local Populace of Maslog & Dolores, Eastern Samar. Said       stakeholders stressed their full support for the execution of all plans and    programs of every concern agencies, that includes the timely delivery of basic social health services, adherent to the laws of Violence Against Women and Children (VAWC) and implementation of farm to market road projects from Carolina to Maslog, DA’s 5.27 km road project from    Lapinig to Jipapad and the DILG’s 53kms  Provincial road project  via Oras, Arteche & Jipapad all of E.Samar. All those programs are geared towards winning the peace.
Mrs Salvacion Burac, a former rebel also gave her testimony on the hardship in jungle when she was an active member of Bagong Hukbong Bayan and further encourage the armed group to abandon the armed struggle and surrender to establish a new life.
MAJ EMMANUEL R BUGAYONG PA discussed the     Internal Peace and Security Plan (IPSP) “Bayanihan” campaign,     highlighting the Army’s evolution through reform and professionalism and their commitment and support to the LGU in achieving peace and     development in the area and further stressed that peace will be fully achieved through convergence of all stakeholders. He also asked all       participants not to support the         underground movement of the        insurgents, MAJ BUGAYONG      assured the LGUs and other            participants that the army will always be their partner in pursuing peace and development.



E.Samar, Declared as a “Manageable Conflict—Affected & Development Ready”


Eastern Samar stakeholders, Armed Forces of the Philippines,        National/Local Government Agencies, LGUs, LCEs, GOs/NGOs and together with the Populace jointly declare the province as “Manageable Conflict      Affected and Development Ready” on 26 March 2013 held at Provincial Capitol   Building, Borongan, Eastern Samar.
The declaration was realized  after its municipalities were declared as “Manageable Conflict Affected and          Development Ready. The MOA/resolution documents signing was publicly presented by the Province          Governor Conrado Nicart Jr. and Vice Gov. Christopher  Gonzales,               representative of CENTCOM           Commander VADM EDGAR ABOGADO AFP, Commander 8ID MGEN GERARDO T LAYUG AFP, 801st Brigade Commander BGEN     ROMEO L LABADOR AFP and the PNP Provincial Director PSSupt Allan Cuevillas.
The 14th Infantry Battalion     acknowledges that the remaining      structural issues need to be addressed and reforms must be made. This is exactly what the unit did. However, the issues exploited by the CPP/NPA/NDF are multi-faceted and complex, in which military solution alone is inadequate. Thus, the collaboration of all       stakeholders spearheaded by the Local Chief Executives (LCEs) facilitated the attainment of our common        objective – by declaring the whole Province of Eastern Samar as “Manageable Conflict-Affected and Development Ready”. This is done through joint declaration signing.
In line with this, the Province of Eastern Samar under the Leadership of Governor Conrado Nicart Jr.,  recognized the reality that a purely military solution will never be enough to adequately    address those issues. As peace and     security is indivisible, efforts towards these must be shared by all – it is       everybody’s responsibility.
The LCE, together with other LGUs and LGAs in the whole Province actively perform the lead role in pursuing peace and development in the area.
Prior to the realization of the symbolic event, on the start of 2nd       Semester of year 2012, after the         Battalion retraining and setting foot in Eastern Samar, this unit took part through series of coordination and     conferences to help improve the Province of Eastern Samar. Troops continue to conduct combat clearing operations in the hinterlands of the AO to reduce the influence of CPP/NPA/NDF.
Indeed, the battalion contributed to the conditions that the LCE can fully take responsibility for the safety and well-being of the people.

“14TH INFANTRY (AVENGER) BATTALION SCORES ANEW”

Oras, Eastern Samar – One member of New People’s Army was killed while others were believed wounded in an encounter with troops belonging to 14IB, 8ID, PA in Brgy Cagmanaba, Jipapad, Eastern Samar recently.
COL JAIME FERNANDO R HIDALGO, Commanding Officer of the 14IB reported to MAJ GEN ARTHUR I TABAQUERO, AFP, Commander 8th Infantry (Storm Troopers) Division, Philippine Army that the encounter took place when soldiers from the Charlie Company led by 2LT ALEJANDRO ORINA (INF) who conducted combat operation at vicinity Brgy Cagmanaba complex encountered to more or less thirty (30) Local Terrorists.
The firefight lasted for about thirty (30) minutes forcing the Local Terrorist to withdraw toward different directions. Recovered from the score of encounter were one (1) M16 armalite rifle, one M14 rifle with eight (8) magazines and live ammos, one (1) M1 Garand with ten (10) clips and live ammos, three (3) sacks of rice, one (1) box of speed bar laundry soap, one (1) box of mackerel sardines, medical paraphernalia, four (4) pieces back pack, war materials and subversive documents with high intelligence value, personal belongings and one (1) unidentified body count new people’s army member. The combat operation is a response to the complain of brgy residents as the continues extortions activity of the NPA in their locality.
The troops conduct pursuit operation to the fleeing Local Terrorist with negative casualty on their side.
Meanwhile in coordination and cooperation with the brgy officials of Brgy Cagmanaba, Jipapad, Eastern, Samar, PNP and Military, the cadaver of slained terrorist was brought to Jipapad town for proper disposition and descent burial.
