Eastern Samar Peace and Development Caravan was launched through the Payapa at Masaganang Pamayanan (PAMANA) program held at Maslog, Eastern Samar on 12 March 2013.
Stakeholders present during the activity are the 14IB under LT. COL. NAPOLEON Z DE VERA PA, Provincial Government Unit headed by Engr. Tomas A Campomanes, ESPPO, 546th Engineering Battalion, Red Cross and Local Populace of Maslog & Dolores, Eastern Samar. Said stakeholders stressed their full support for the execution of all plans and programs of every concern agencies, that includes the timely delivery of basic social health services, adherent to the laws of Violence Against Women and Children (VAWC) and implementation of farm to market road projects from Carolina to Maslog, DA’s 5.27 km road project from Lapinig to Jipapad and the DILG’s 53kms Provincial road project via Oras, Arteche & Jipapad all of E.Samar. All those programs are geared towards winning the peace.
Mrs Salvacion Burac, a former rebel also gave her testimony on the hardship in jungle when she was an active member of Bagong Hukbong Bayan and further encourage the armed group to abandon the armed struggle and surrender to establish a new life.
MAJ EMMANUEL R BUGAYONG PA discussed the Internal Peace and Security Plan (IPSP) “Bayanihan” campaign, highlighting the Army’s evolution through reform and professionalism and their commitment and support to the LGU in achieving peace and development in the area and further stressed that peace will be fully achieved through convergence of all stakeholders. He also asked all participants not to support the underground movement of the insurgents, MAJ BUGAYONG assured the LGUs and other participants that the army will always be their partner in pursuing peace and development.
